Killing creatures not granting EXP

Feature Being Affected: Leveling up
Operating System: windows 10
Screenshots: I don't know what to screenshot for this, honestly, so I haven't put anything here. It's not a visual bug/glitch, so I don't think screenshots would help
What were you doing?: killing creatures isn't granting any exp (the exp bar doesn't show numbers so i can't 100% confirm this, but i defeated a mutant rabbit to test it and the bar didn't increase at all)
Extra Information: I have completed the three beginning quests from Grethe (I can't start the ones labeled 'event'), but I have yet to even find 'Milton', so I'm essentially stuck at level 3
